The hotel is owned by Exeter Council. There is a landline phone. Magical. The employee, running somewhere outside the hotel reception, explains that he is not in the office, but does have the hotel's landline phone in his pocket or in his sneakers. The hotel accepts the most vulnerable people - the risk of homelessness, mental problems and other social problems, but staff never ever take responsibility for the safety and health of their clients. Relatives cannot visit, they simply are chased outside and the hotel staff does not even check what is happening in their client's rooms, but they are willing to check all finances of close family members. A person who enters the hotel becomes an object of financial interest of social services. However, when they are asked to check the rooms and find out if the client is all right, the staff are running around with a landline phone in their pockets or sneakers.
