One Stop Building

Had a meeting at our property to discuss the job, appeared knowledgeable and engaged, and seemed to be interested in the job and said they would provide a quote in a few weeks. Chased after a few weeks, and they said they would provide the quote the following week. Two months later we have still not received the quote. We have sent multiple emails chasing but get no reply. Clearly don't want the job, why don't they just say instead of wasting people's time...
