Wouldn't necessarily call this a tourist attraction, the large 70s throw back building visibly imprinted on Oldham skyline serves mainly as a seat for the Borough Council and the majority of the staff. However there are tours to visit the council chambers, view the council's Civic  regalia, large collection of silver and the former 10th Manchester Regiment’s silver drums and bugles.Recently there has been a discovery of a large nuclear bunker under the civic center how no information regarding tours has been given is beyond me as I'd think many groups or individuals would find it fascinating to visit.
